The Departmnet is also responsible for procedures relatd tobidding and business registration in the Province; public services under the management of the Department as regulated in the Law; implementation of some tasks and power as assigned by the Provincial People’s Committee and regulated in the Law
The Department of Planning and Invesment is under the Provincial People’s Committee in terms of organization, personnel and responsibility as well as under the direction, guidance and monitoring of Ministry of Planning and Investment in terms of professional skills.
Duty and power:
1. Submit the Provincial People’s Committee the issuance of decisions and instructions referring planning, planning and investment within the management scope of the Department in accordance with the Law and the decentralization of the Ministry of Planning and Investment, and be responsible for the content of the submitted documents.
2. Submit the Provincial People’s Committee the issuance of decisions referring assignment and management decentralization of planning and planning and investment activities for districts and the Province’s departments and sectors according to the Law; be responsible for guiding and monitoring the implementation of these decentralizations.
3. Organize, guide, monitor and be responsible for the implementation of legal documents referring planning and investment at the localities in which there are also the national strategy and plan of socio-economic development for the Province and the matters relating to building and implementation of plans and use of resources for the socio-economic development in the Province.
4. Planning
- Synthetize and submit the socio-economic development master plan, long-term plan, 5-year plan and annual plan to the Provincial People’s Committee for approval; distribute the local budget, balance Province’s main socio-economic quotions such as savings and expenditure, development investment, and finance.
- Issue and be responsible for the implementation of the Socio-economic Development Master Plan of the Province after the Plan is approved according to the regulation.
- Submit the Provincial People’s Committee the action plan to implement the socio-economic development plan according to the Resolution of the Provincial People’s Council, and monitor and synthetize the implementation on monthly, quarterly and yearly terms to report to the Provincial People’s Committee. Base on this, the Provincial People’s Committee regulates and coordinates the activities to gain the Province’s socio-economic goals.
- Be responsible for managing and operating some activities relating to the implementation of the plan assigned by the Provincial People’s Committee.
- Guide industries, sectors, Districts’ People’s Committees, city under the Province (herein after called District) to build plans that are suitable with the approved Socio-economic Development Master Plan of the Province.
- Appraise the plans of industries, sectors, Districts’ People’s Committees to ensure that they are suitable with the approved Socio-economic Development Master Plan of the Province.
- Collaborate with Department of Finance to make a budget estimate and budget distribution for the agencies in the Province and submit the Provincial People’s Committee.
5. Domestic and foreign investment:
- Submit and be responsible for content of the documents submitted to the Provincial People’s Committee of the list of domestic investment projects, foreign invested projects ( FDI, ODA, NGO) for each plan, and adjust the plan if necessary.
- Submit and be responsible for content of the documents submitted to the Provincial People’s Committee of the total investment capital of the Province, distribution of budget for sectors and fields, distribution of investment projects and capital level for each investment project using state budget managed by the locality, annual state credit support, capital to buy stock or contribute for joint-ventures, plan for the distribution of investment and non-productive capital for national targeted programs and other programs managed by the Province at the locality.
- Preside over and collaborate with the Department of Finance and other related departments and sectors to monitor and evaluate the effect of infrastructure instruction projects, national targeted program and other investment programs managed by the Province.
- Appraise the investment projects under the jurisdiction of the Chairman of Provincial People’s Committee; grant preferential investment license for the investment projects into the Province as decentralized.
- A focal point that supports the Provincial People’s Committee to manage domestic and foreign investment activities in the Province according to the Law; organize investment promotion activities, guide investment procedures and grant investment license as as decentralized.
6. Management of ODA capital and non-governmental aid sources
- As a focal point to lobby, attract, coordinate and manage the ODA capital and non-governmental aid sources of the Province; instruct Departments, Sectors and People’s Committees of the Districts and City to build the list and content of programs using ODA capital and non-governmental aid sources ; make a list of the programs using ODA capital and non-governmental aid sources then submit the Provincial People’s Committee and report to the Ministry of Planning and Investment.
- Preside over, monitor and evaluate the implementation of ODA projects and non-governmental aid sources; Tackle as decentralized or request the Chairman of Provincial People’s Committee to handle the problems between the Department of Finance and Department of Planning and Investment in distributing corresponding capital, disbursement to implement ODA projects and non-governmental aid sources relating to many departments, divisions and sectors of district and commune level; Regularly report the situation and effect of the ODA projects and non-governmental aid sources.
7. Bid management:
- Preside over, appraise and be responsible for the content of the documents submitted to the Chairman of Provincial People’s Committee referring to bidding plan and bidding results of the projects and bids under the jurisdiction of the Chairman of Provincial People’s Committee.
- Guide, monitor, inspect, and check the implementation of the laws on bidding, and synthetize the implementation of the approved projects and bidding activities.
8. Management of industrial zones and export processing zones:
- Collaborate with the Management Board of the Province’s Industrial Zones and related departments and sectors appraise and submit the Provincial People’s Committee the master plan of Industrial Zones and Export Processing Zones. The Provincial People’s Committee then submits the plan to the related ministries and sectors and the Government for approval.
- Collaborate with the Management Board of the Province’s Industrial Zones in establishing projects; appraise, grant license and conduct governmental management for foreign investment in the Province’s Industrial Zones and Export Processing Zones.
- Appraise and submit the Provincial People’s Committee the projects to develop Industrial Clusters and craft villages in accordance with the development of the locality.
- Preside and collaborate with other related departments and sectors submit the Provincial People’s Committee the mechanisms and policies to encourage the development of Industrial Zones, Industrial Clusters, Craft Villages, and attract foreign investment in the Province.
9. Business, business registration and co-operative economy:
- Preside over and collaborate with other related departments and sectors to submit the Provincial People’s Committee the programs and plans to arrange, renovate and develop the state-owned enterprises managed by the locality, management mechanism and supporting policies for the arrangement of state-owned enterprises and the development of the small and medium enterprises of every economic sector in the Province.
- Appraise and be responsible for the projects to establish, arrange and restructure the state-owned enterprises managed by the Province; synthetize the situation of restructuring, innovating and developing the state-owned enterprises and the development situation of the enterprises of other economic sectors.
- Undertake the business administration for the people at the locality under the power of the Department; instruct the business registration skills for district’s professional agencies that are in charge of planning and investment; collaborate with other sectors to monitor, synthetize the situation and tackle the violations after business registration of the local business according to its jurisdiction; collect and store information of business registration according to the Law.
- Preside over and collaborate with Departments and Sectors to propose models, mechanisms and policies for the development of co-operative and household economies; guide, monitor, synthetize and report the development of co-operative and household economies in the Province.
10. Orient and instruct professional skills for district and department professional divisions to carry out government management tasks on planning and investment in the Province; monitor the implementation of these activities.
11. Organize and orient the implementation of the study and application of science and technology advancement; develop international cooperation in the field of planning and investment in accordance with the Law; organize, manage and orient the activities of public utility organizations under the Department.
12. Inspect, monitor and tackle the violation in the implementation of policies and laws of planning and investment under the government management scope of the Department; settle complaints and denouncements in accordance with the Law.
13. Synthetize and report regularly or unexpectedly the implementation of the assigned tasks according to the regulation to Provincial People’s Committee and the Ministry of Planning and Investment.
14. Manage the organization, personnel, staff and civil servant according to the Law and decentralization of the Provincial People’s Committee; organize professional training courses for the staff and civil servant under the management of the Department and develop human resource for the planning and investment sector.
15. Manage the finance and the allotted property, and distribute the budget in accordance with the Law and the decentralization of the Provincial People’s Committee.
16. Implement the tasks assigned by the Provincial Committee of the Party and Provincial People’s Committee.
